How will Caulfield Village affect the traffic in the local area?

"The Boulevard" will improve traffic flow from Kambrook and Station Street through to Dandenong Road.

How will traffic in and around the Racecourse be managed during Spring Carnival and major events?

The construction of the new "Boulevard" will see this road remaining open during Spring Carnival and major events and allow through traffic to and from Dandenong Road to be maintained.

How will parking, that will be lost when the area is developed, be catered for?

On race days Club Member's who parked in Member car parks 1 and 2 will be accommodated within the Club's freehold land on Kambrook Road with additional parking being provided in the Guineas car park and a dedicated area in the centre of the racecourse.

The parking requirements for the Caulfield Village will be provided through a mixture of on street, off street and on site parking as per the Planning Scheme Amendment C60 details.

Events, Conferences, Exams and day to day car parking needs will be catered for in the Kambrook Road and Guineas car park areas.

The centre of the racecourse will continue to be used for carparking on race days and major events.



How will Caulfield Village affect current residents and businesses?

Caulfield Village brings with it a number of benefits for local residents and businesses.

An increased customer base and range of commercial opportunities will benefit all business owners. Local residents will have access to a greater variety of dining, shopping and recreational options.

Is the project supported by Government planning policy?

Yes, the State Government’s main planning policy Melbourne 2030 has identified the area between the Racecourse and Caulfield Station as a Major Activity Centre. Under this policy, Major Activity Centres have been identified in strategic locations which have good public transport networks and are suitable for higher density accommodation, retail and commercial development.

Hon. J. M. MADDEN (Minister for Planning) has referred to the project as a “large-scale ‘Phoenix Precinct’ development at Caulfield being undertaken by the Melbourne Racing Club will see rejuvenation of the Caulfield area with the establishment of new retail outlets,  businesses and housing. The Government has identified the Phoenix Precinct as an important site for development, and is helping to facilitate this project”.

Local Government’s planning policy also supports this type of development on the land identified. The Glen Eira Phoenix Precinct was adopted by Council on 30 August 1999. Council’s vision for the land includes accommodation, office, research and development, private medical facilities, dwellings, residential village, retirement village, entertainment, recreational and food and drink type uses that have synergies with adjacent land uses.

Why is the Melbourne Racing Club undertaking this proposal?

The Melbourne Racing Club is a not for profit Club dedicated to providing quality thoroughbred horse racing and in order to continue to provide these services for the generations to come the Club needs to make better use of its assets. The development of Caulfield Village will provide the Club with a long term income stream to invest back into the services it provides.

How many jobs will Caulfield Village create?

The project will generate significant employment both in the local area and beyond with approximately 3,000 jobs being created during construction and 2,000 jobs upon completion.

    When will development start?

    Once the Planning Scheme Amendment C60 has been approved the commencement of the infrastructure for Caulfield Village will take place - it is expected this will commence in mid 2011.
